Given it's below freezing temperatures in game. I imagine the infected are just frozen solid, and least nearly. Making head shots harder because the bullet either can't penetrate as deep, or grazes it somehow. That being said I think it makes sense during Winter times for infected to be tougher. Hell maybe make them all mushy and thawed out come Spring, so they're easier then.
