Make sure that there is enough clearance for your fence posts. If one of them might intersect with another game object, it simply won't build.

i can try that, the kit is down though, would so it did let me place it there

Placing down a kit doesn't mean you can fully build whatever the kit is for, sometimes you can put the posts up but not the frames. You have to plan ahead.

Ive done some simple base building and had the same problem.  I realized that even tho you could place the fence kit and place the logs you could not in some cases build the frame if an object such as a bush, tree, building or anything else were to close to where the fence would be. You can chop down the bush or tree and that will allow you to build. But if there is a permanent object in the way you will need to rethink your construction.

Could be. But I have seen some cool bases on top of buildings but remember, this is Dayz. Not everything makes sense and there is still a "few" bugs and glitches.

Are there any pipes or other objects on the roof or is it empty?

its one of those flat heli pad things at the tisy base, and true. this server would be cool and it would make sence if they added a build anywhere mod, would add more options for bases

I don't believe you can build a base with a pickaxe, try using a shovel.
