Combat log timer and hostile(?) situation

Question

Group A has firefight with group B, during the firefight group B flees and group A starts to chase them. During the chase group A come across player C who is looting some random house and doesn't belong to group B. Group A takes player C as a hostage for a minute and notice that he is not who they are looking for and then they move on and leaves player C behind.

Is this considered a hostile situation for player C and therefore he/she has to wait 30minutes before logging off?

Assuming group C did not attempt to fight back in any way, they are free to log off whenever they want, as they haven't done anything to grant kill rights:

7.2 Players gain kill rights when a hostile action is taken against them or their group, or when their characters life is at risk. 

Group A will have the usual combat log timer for initiating on Group C, and must obtain their OOC permission to log before that (in addition to the separate request for Group B).

The logging off timer is for KoS rights to be used. Noone has KoS rights on Player C so it would not be a combat log. If you did not comply, and fought back. Then yes you would need to wat. But due to being a fully compliant giving them no KoS rights. Why would you need to wait a "Combat" timer out? The only way someone will report you for combat logging is if they have KoS on you.
