Hostage negotiations

Just want to prefix this and say I'm on my phone so please forgive spelling etc

 

I briefly read over the new hostage rules and one just confuses me. Maybe I'm reading it wrong.

so you're telling me in rule 8.4 that if my friend is taken hostage I have to listen to the hostage takes demands before I can open fire? 

Situation - 

A friend of mine is taken hostage I see them transporting him up a hill (they have not contacted me to the radio yet) can I open fire or must I wait to hear demands before I do? 

Some clarification would be nice because I think I'm completely wrong. 

I'll  @Terra considering she's made the announcement.

Rule 8.4 has always been there, the only new ones are changes to 8.5.3 and 8.5.4, as well as the new one 8.4.1. 

And to answer your question, no the rule has never meant that. It just means to need to be on TS if you want to negiotiate a hostage rescue. If you want to gat it's fine.

8.4 has not changed - it has always been there.

If your friend gets taken hostage and you are around you can still try to kill them to save your friend.
