Is using 3rd party communications allowed? If so, do you have to stay in character over the call if someone from the server has invited you to join them in a call?

Yes it's allowed and no. It is not a requirement to stay in character outside the game unless that's how you want to play it. It's entirely up to you how you want to communicate in TS for example.

If it was a requirement..well..there aren't many ways to enforce it.

Using third party communication like TS, Steam or anything else is allowed.

As you can see in the different group channels: most of the times there is an ooc (out of character) and an ic (in character) channel.

There are also public rooms which you can use if you are not a member of any group yet! Just check it out and if you need any explanation join the "waiting for staff help" channel at the top :)

You can use almost anything outside of the game to communicate. I know a few people who roleplay radio over steam and skype through text and voice through TS, however even if it is used OOCly as communication it is always best to mute if you are being taken hostage. At any time if you are instructed to put your hands up, in the surrender position, tied up or they take your radio it is best to stop all outside communication even if it is ooc as it can be metagaming. I hear a lot of people use the excuse "I was just telling them OOCly" but if they take it ICly and use it to their advantage it is metagaming.

Using third party is allowed, we even have our own teamspeak that you can connect to, and it is not forced in character comms, unless you want it to be that way, just make sure others in the channel know.

If someone tells you a radio frequency ingame by saying for example "198.3." It is common that people quickly type  //room5 or // group X comms.

If you are in TS & join the channel you got invited to: you can quickly type in TS chat //ic or ooc,  or poke someone in that channel or even ask quickly by voice. Nothing to worry about just make sure so people dont get distracted.
