So I recently encountered a group who offered a chance to join their ranks. They told me the frequency to reach them but the walkie-talkie doesn't go that low? Only like 69-102. How to I contact the IC?

You talk to them on Teamspeak. That's how you speak with them.

Teamspeak is used as an in game radio, as the ingame radio limits our communication with our friends and those that we meet.

The frequency they gave you is the frequency listed on their open comms channel on Teamspeak, not from the Ingame radio. Ingame Walkie talkies are mostly a form of short-range p2p communication for RP, kinda useless for large groups to cooperate.
