Is it ok to flashbang a group of people that you havent made contact with and go out while they are flashed and be like hands up or whatever, or is flashing someone considered to be a hostile act that can only be done after initiation has been made?

No because it is a hostile act and all hostile acts require an initiation, if you're not in the two hour revenge period of course (which requires a positive ID on the suspects).
