Okay, so I am re-applying for a white-list approval and got rejected. 

I am patient enough to wait the (hopefully only) 6 hours to re-apply but I am also anxious to get to the part where I get to write about my character. 

My question is, is there a template to follow in the character background step?

No, you just have to write about how your character reached Chernarus.

There is no template.  But my advice is to write a realistic character and make sure that character fits into the lore.   If you have any doubts about submitting your backstory come to the helpdesk in Teamspeak or message a Community helper who can read over your backstory for you and help with any minor corrections.

Not as far as I know however be sure that when you are writing up your characters story that you include a little bit about your characters personality as well as make sure that the characters story fits in well with the lore. The best thing that I have found it to keep it simple that way you avoid conflicting with the lore.
