A new whitelist system came into effect which causes you to re-whitelist. There was a period where you did not have to, and you could just do the steam verification but you are too late i'm afraid. You must go to http://www.dayzrp.com/whitelist and go through the new system. Feel free to use your old backstory.

I wasn't whitelisted in the first place, but now i'm 16 i came back to apply, i'm just confused as it says public day z rp server on the front page

As AndreyQ stated above, the server is not a public one, you must go through the whitelistprocess to join. You go through a series of randomized questions then once done correctly, you must create a backstory following the lore. I'm afraid that none of the servers are open, all require to be whitelisted.
