Approximate time and date of the incident (SERVER TIME): 6/11/15, not sure of time but I typed "//time stamp" into chat once or twice right after they left tents

Daytime or Night-time: Daytime

Your in game name: Charlie Chaska

Names of allies involved: Axle Queens

Name/Skin of suspect/s: Fletcher Acker, Traneal clum

Suspects weapon/s: Both had fully decked out M4s

Friendly/Enemy vehicles involved (if any): N/A

Additional evidence? (video/screenshot): Axle has screenshots of at least one of their names, I'll check if I have more evidence

Detailed description of the events: I go to Myshkino to check for any spare vests and/or more ammo for a UMP or AK when I see two guys in front of the Officer tent, with a farm plot in front of them. I watch them for a few minutes before going down. I go down, they notice me and tell me to come over to them and join their farm. I tell them I'm alright, don't need food, and will be going on my way because I believed that they would probably rob me, especially since I saw them hanging around the officer tent for a bit. 

Anyways, I go up in the woods and watch them for a bit with binoculars and see them go in and out of the Officer tent maybe 10 or more times in the span of 15 minutes. I see them go around to the backside of the compound and stop at a few trees. I believe they were dropping things there, but I didn't see the pile when I checked there later. I was told by my friend in TS that there used to be a glitch where if you dropped stuff on a farm plot, it would hide under the plot and disappear before the plot did, so I believed that they were using that as well.

I continue to watch them, and they continue to run in and out. After about 10-15 minutes of watching them, they spot me with their binoculars and sprint towards me, weapons in hand. I run and hide because I'm pretty sure they were going to initiate on me for watching them. They don't find me, and decide to leave the area. They go up the south road where my friend is he pulse checks them. He said they were friendly, and told him where they had dropped another M4 around the tents. They leave, and he and I search the area for loot piles. We ended up finding some vests and clothing scattered about, as well as a UMP among other things. 

Due to there only being a few loot piles in the areas I saw them running to and from, I suspect that they went there with empty inventories, and just filled their inventories with stuff they didn't want to drop at a later location. No proof on that part as we did not see them again after they talked to Axle. I may have more screenshots or evidence, but I am busy for a bit tonight and will check later.

Hello! I remember meeting Axle after looting the tents. We had ran in and had decided to set up a farm because my friend, Traneal, was starving (I was unaware of the glitch you mentioned before). It was one of the first times that we had gone there in this server and we were waiting for a friend to get to us. We were dragging some stuff for him to take outside, just stuff like a vest and gun. After a while of waiting he said he had to go, so at this point we decide to leave tents. I had taken an AUG I had found in the Captain's Tents and left an M4 there for someone to take. When leaving, Axle said hello to us, since he seemed friendly I decided to mention the M4 that was in the barrack and gave him 2 or 3 mags that I had spared. I'm not sure what this complaint or accusation is about (this is the first time something like this happens to me). I'm sorry if I was not able to answer the question. I don't have screenshots of any sorts, I'm sorry, but let me know if something else is needed. Thank you and have a good one!

Hi, Yes I remember Axle, pretty nice guy. We were waiting for our friend at the tents by myshkino. We were looting around trying to get loot for our friend. As previously mentioned before I did not know about the glitch. I do however know that when we got there there were about 20 plate carriers in one bunker. I am almost sure that checking someones plus is meta gaming, but I might be wrong though. After we made our garden of pumpkins we decided to go to town, that's when I saw a guy looking at me through binoculars, Then I saw a hand motion from him. We went up to him and trying to be friendly but he ran. After that we ran back on the road going the opposite direction. that's when me met Axle. He said that he was looking for a mag for his AK. After that we parted. I apologize, do not have screen shots. Thank you and have a great day :).

Just to clarify - Checking someones pulse is not metagaming. If the information gained from that action (Their in-game name) is then used in-character without that knowledge, this is metagaming.

TL;DR - You can check pulses, just don't use it IC.

Can you explain why you are seen running in and out of the officer tent multiple times throughout the video linked below? Also, can you please tell me the name of your friend that you were grabbing gear for?

(I've been told the video starts out a little bit loud. I apologize if that is the case, as well as for the terrible graphics/quality)

Time stamps:

Start of video: I start recording after leaving the area.

2:45ish: They go in officer barracks, come back out.

4:10: They enter officer barracks, come back out.

4:42: Once again.

6:00: Once again.

7:30: And again.

~7:55: And again.

8:20: I see one of them go to the far back corner of the tents, presumably to drop stuff. I thought there might be a pile there, but found nothing. That may have been their "keep" pile.

8:44: And again.

9:00: And again.

Honestly, I'm too lazy to find all the stamps of them going in and out. 

Anyways, more important time stamps:

My friend meets them on the south road around 20:30.

21:10: I find one of their loot piles, containing two vests, a sweater, and a UMP right next to it. 

21:27: Name of first suspect, Fletcher Acker.

21:50: Second name, Traneal clum.

21:55: I search the area where I saw them go to, but can't find anything. That was probably their "keep" pile.

The rest of the video we just run around looking for any piles.

More in-depth point of view:

That was in fact me that you saw looking at you through binoculars. I was watching you guys for a bit, waiting for you to leave when I saw that you kept running in and out of the officer tent. I suspected you of using a well known glitch that people abuse to get rare weapons/clothing/ammo after I saw both of you run in and out multiple times, and run towards the back of the tents. When you noticed me, I wiggled in game and then held my hand up, basically saying "Yeah, you caught me spying." When you started sprinting towards me, I thought for sure you were going to initiate on me, so I ran and hid. When you did not go back to the tents, I believed you had left to get out of the area after knowing that I had seen what you guys were doing. I told my friend to pulse check you for the report. After he said that you gave him an M4 mag and the location of an M4 at the tents, that only solidified my suspicion that you were loot cycling.

I am sorry I took so long to answer. I've been doing a lot of school work for the past 2 days. In regards to my friend's name, it was Marco Acker we were waiting for. He had sent me a message saying he was gonna get on so if we could grab him some gear (he didn't get on though). We decided since we were at the tents we would grab him something from there. We went to the barrack to loot, we found some stuff and set up our farm. As we picked up stuff we noticed more stuff kept spawning. We continued to do this for sometime since we noticed that the barrack was spawning good loot. We didn't have a bunch of loot piles though, what was they found was all there was. The man who started the report has enough evidence to prove this and this is basicly me accepting it aswell. In other words we take all responsability for what was done and we accept it. Our friend Marco was not aware of anything that was going on. Sorry for the actions we commited and have a good one.

Verdict:

Fletcher Acker and Traneal Clum - Loot Cycling - Guilty

Reason:

As shown in the video, both accused are seen running in and out of the barrack that is currently bugged. This means that when loot is picked up inside of this building, it does not take a long time for new loot to spawn in - resulting in people cycling it for better loot.

After reviewing this case in further detail, and gaining more information via the point of views by the accused, it became clear to us that the suspicious activity shown in the video was actually truth.

In post #9, the accused admits that they picked up loot and moved it outside for a friend. From there, they noticed loot kept spawning in - which ended in them continuously cycling through the loot. Regardless of the reasoning behind them doing so, it is still against our commmunity rules (which is covered here as well as the screenshot below - which was taken directly from the hyperlink previously stated):

As it clearly states, we employ a zero tolerance for cheating, exploiting or any attempts of doing so. While you may have been unaware of this rule, it is your responsibility to know the rules. There are several threads in which you could have gained a better understanding on the rules (more specifically this one when discussing this particular situation) yet this is also your responsibility.

With the above stated the following applies:
