I am trying to contact a person to obtain information in regards their whereabouts. They do not want to divulge their location on radio chatter. My question: Is it against any rule to pm an IC radio message?

no thats perfectly fine, just make sure you put something in the beginning like:

//this is an ic message on the frequency you gave me.

and make sure you got their frequency
