You don't get to kill him. You get to try and resolve the problem without violence at first chance. You have to initiate contact, try talk things out, if push comes to shove, then you can protect yourself.

In the kos rules were it says about share kos rights, and it says that if you are within 500 meters of a hostile occurrence, so does that mean that if i watch somebody rob another person i am aloud to kill him.

That part of the kos rule is referring to shared kos rights between groups, if you read it again this is what it says:

You may only share KoS rights when you meet both of the following conditions:

You are within 500 meters of the hostile situation at the time of occurrence

You were recently apart of the involved parties group.

So you have to meet BOTH of these requirements to do anything about it, otherwise you would have to initiate on the hostiles...

You should read all of the rules, not just that one line.

Both must apply for KOS rights to pass to you.

If you see someone being robbed whilst you are in a 500 meter radius you are not allowed to shoot the robber. You can only shoot him if it's your friend in TS being robbed. It also clearly states it in the rules.

So. If you see a hostile action taking placed, you are forbidden to kill the person that is harming. Unless it is your friend.
