That is the date in the mission file and that doesn't update automatically. So it will be August 2013 forever, unless it is changed.

And I think the current year in game is the current year in RL.

Just to re-assure, Tomeran has stated that the apocalypse (in-game) runs at the same time as real-life, so today in-game it'd be 27/04/2014.
