While building my new modified video thumbnails, I realized that my modified website logo doesn't't look good when upscaled 150%

Is there any higher quality image to go off of?

Images can be very difficult when up scaling them. They tend to loose a lot of quality, you can hardly stop this problem from what I know, I think the best way to make logo's is to make a massive size first, then if you need it smaller you can easily re-size it down and the quality won't change.

Get the original off someone. A scalable file type is recommended. Like a PNG.

With that like Pandi said get it to a size you want and then go downwards.

Best bet is if someone has the original PSD. That depends on someone having it though.

Coincidentally I did a quick Google image search and found a 1080p version

That should scale down easily for you.
