When is the applications open to non-Donors

Hi This is one of my first posts, would anyone be able to tell me when they re open to non-donors as i have my application ready to submit.

Due to the massive amount of apps the staff had to sift through a month or so ago, they have halted the whitelist process for non-donors. Currently, donating is the only way in order for your application to be removed. Donating does not guarantee you being accepted.
