Is it against the rules to build on the roads?

Hey so I was wondering if it's allowed to build a compound/base on a road(that will surely block the entrance for any upcoming cars) or that is unrealistic? please advice, thanks.

You can build a compound on the road if you desire, as long as it's built in a realistic manner, although people would rather keep themselves to building inside other buildings in order to use as less resources as possible.
