Detailed description of the events: 

An hour or so later after I crashed a Helicopter from NWAF. I decided to go and start looting up. I reached NWAF after some time and was looting one side of the Airfield and making my way towards the Tent Village on the North End. Whilst there I encounter the Suspect and @burRP. My character feeling some serious tension was planning to just leave no matter what and doing it in a rude way to be fair. As I climbed up a ladder I kind of processed what @burRP's character said about the Airfield belonging to the Russian Federation. I OOCly understood it was S-GRU so basically came down to RP knowing I was about to have my automatic weapons taken. Though whilst I was trying to utter my sentence the Suspect shoots me with an RPG. I died but I believe @burRP survived.

Started speaking to two people at tents at NW airfield, i proceed to engage in top roleplay with Frozh' character and another man in a ghillie. 
The guy in the ghillie must of not liked me, as he took out an RPG and shot a warhead at both me and Frozh, luckily the motherland has made me strong and impervious to explosions, i survive the blast and spray down my able assailant before he has any other chance to kill me.
 

frozh was not so fortunate.

Due to the nature of this report and the fact that he has viewed the thread since being called in, @Tokyo will be temporarily banned until he provides his full and detailed POV, as well as any video evidence he may have.

I was at NWAF looking for supplies and ammunition to fight the infected when I was approached by a Russian soldier. He initiated on me and proceeded to take my only means of defense, a saiga, against my will. He continued to explain, "We control the NWAF." Having previous encounters with soldier roleplayers and their aggressive tactics (eg. RAC) I knew there would be reinforcements coming shortly. To no surprise, my assumption was correct as he was joined by another russian soldier. They began to argue to one another about the military custom of identifying yourself to, I assume, a higher rank in which the encounter gave me a mere moment to slip away and employ my defender rights as I luckily found an RPG and warhead in tents nearby. As im sure they were conversating on my where abouts, I found myself in a unique position where a clear shot could be taken. I fired in retaliation to being engaged on and robbed and was only successful in one kill before I was promptly sprayed down.

i never initiated on Tokyo, i asked him what weapon was on his back and hr put his saiga on the floor, never once did i make a threat or raise my weapon, i was engaging in conversation with both of them on why they were on the russian federations airfield. You are bare faced lying, or you do not understand the rules

@Tokyo Were you initiated on or strong-armed into giving your weapon away. For example were you given a demand with a consequence? Also which one of them initiated on you, maybe you remember their appearance?

Yes, he took my weapon from me with the threat of force. The one who directly initiated on me was the man with the AK.

If so - When were you granted rights for the kill on @Frozh

And do either of you @burRP or @Tokyo have any video evidence from your side?

My intention was to kill BurRP (the man with the AK who initiated on me) and Frozh was an unfortunately caught in the crossfire. For that it was totally unintentional and I am deeply sorry. I learned not to take such drastic measures in the future as it could cause unnecessary and collateral damage.

@Tokyo Soooo... lemme get this straight. You fired a RPG warhead, a fragmentation explody stick, at a group of two people and somehow hoping that only one of them would be killed? Now, because this is a finished game, logs only show the warhead hitting and killing @Frozh and not @burRP. If that somehow didn't happen and both individuals were killed, how did you not consider that fact that you shot an explosive at them with the potential of killing both, especially when they stood touching distance with each other?

but Frozh' video evidence clearly shows this man was NOT my hostage and we were just simply roleplaying the way my character should, i had not even asked either of them to leave yet. The video shows TOKYO walking away from me something which i would never allow if we were actually in a proper hostage situation. I simply asked TOKYO what weapon was on his back, this is not an initiation, i did not threaten you or give any sort of demand with a threat, you put your saiga on the floor and i proceeded to show you that is was illegal as it could be set to full auto. You're RP was quite "newby" and now that you come into a report lying about me initiating on you, and you say that you tried to shoot me while i was talking to someone literally 1 ft away from me? You have made many bad decisions and have proceeded to lie about them too. You ran around tents, and tried to RPG me and failed. 

The last thing i have to add to this, is the language that was used the second i sprayed you down, you called me the N word, i feel like this has to be added to the list of things you have done today.

I only say that I did not mean to kill Frozh in retrospect reading this report and knowing that he was accidently killed. When I came upon BurRP to utilize my defender rights, I truthfully could not tell if the man with him was the same man who initially came up as they were in a different position. As I stated above, when I was approached and was told that "We control NWAF", this told me there were multiple hostiles in the area. The whole situation happed so fast, I didn't have time to individually identify BurRP's accomplices.

Summary

@Frozh travels along the airfield when he meets @burRP and @Tokyo at tent city of the NWAF. After a quick interaction with BurRP, he walks off away. During that, BurRP and Tokyo have their own little interaction where BurRP takes Tokyo’s weapon by basically strong-arming him. BurRP goes on to follow Frozh to continue their talk then gets interrupted when Tokyo fires an RPG at him and BurRP which only kills Frozh. BurRP then kills Tokyo for his killing.

Rulebreaks
@Tokyo - Let’s start off with the clear cut rulebreak. You killed Frozh with no valid rights whatsoever in an attempt to kill BurRP. You tried to use an RPG which has a blast radius so your defense of him getting cut in the crossfire has no leg to stand on. You assumed that the two characters were in the same group but in fact, they were not. Next time make sure you are 100% sure two individuals are in the same group and that you have valid kill rights when firing at someone.

Inconclusive reasoning
Your attempted invalid kill is a bit iffy because yours and @burRP‘s POVs seem to go against each other. You two are left alone for a little bit and are out of clear earshot. Bur is heard to raise his voice but it is uncertain if there was any initiation or if you just got purely strong-armed into giving up your weapon.
