Due to the locking of CPs to specific servers, this is the official Loremaster response regarding WHY players cannot move between countries along longer. If/When any changes take place to the CP Locking this will be updated.

Feel free to say you've seen the above stated, heard about it, or somehow gained access to the above file. Be sure to remember the consequences of where/how you obtained your IC Info.

If you obtained a copy of this document, directly, you'd have to be able to explain how you got it. Otherwise you can say you've seen the horde/bombings when trying to cross. Or speak to those who do have access to the document IG/IC and inquire about more details about crossing the areas. Make some RP!

 It is considered "leaked" but be prepared to explain how/where you got it if you are saying you have this specific document, remember IC actions have IC consquences. 

This information is shared between both countries. Livonia and Chernarus. You can do RCs, meet ups IG, etc to discuss it. Inquire about the sights and sounds. Or ask around, if you do not want to say you have seen this document.

Is it possible to receive more information about this document personally? Because it might be suitable for the background of a group I'm building and further information would help for me to know if I wish to implement this document into the background of the group or not.

You group needs to be associated with the Russian Federation in order to have direct access to the specific document as it appears here, unless you capture/trade/work with and obtain the document IC and IG from someone who does have direct access to it. And there are people who are actively playing that do have access to it. 

Please send any group ideas over to the LM members so we can help review and let you know from a lore stand point if and what is possible to know IC regarding this specific document and any further ones like it.
