Vehicles in PvP

If my character is driving down the road and is initiated on with some variation of "stop the car or I shoot" and I choose not to stop the car I understand that I am now non-compliant and can be shot. Although it would be incredibly dangerous and generally not a good idea, I understand that I could also get out of the vehicle and and attempt to defend myself. However, would I be able to use the car itself as a weapon to defend myself, and run over the person(s) who initiated on me?

When you get initiated on you can always try defending yourself.

This does include trying to drive people over. I do however think it would be hard to pull off. Seeing that most initiations at a car are done at roadblocks it would be hard to kill someone.
It would also be the case of reacting to the initiation in time. It will either be an ambush or very obvious. When it is obviously a setup you could also just turn around. It is dangerous and I would not recommend it.

But yes, you would be able to defend yourself using the car as a weapon.
