Is this Rule Play?

If I initiate on a large group of people, if my exact words are

 

"Everybody in this compound put BOTH your hands up or be killed"

 

And say somebody only throws 1 hand up after ample time to comply can I kill them or is it rule play?

 

Edit: @Roland What I meant this for is because there is a group of people that whenever I have had a gunfight with, Some will start fighting while some of them throw 1 hand up and start running around. They will then drop this 1 hand and start shooting allies but then put it back up.  I was afraid of shooting the people that were doing this in fear of being hit with rule play or invalid kill myself.

If you remind them to put both hands up and allow ample time to comply with this demand but they refuse, then I wouldn't say this is ruleplay. If you shoot them immediately for going into what is an acceptable surrender animation, that is the F1 animation, then yes, it is ruleplay.

You can't kill people for silly reasons like that. We have multiple rules like 4.2, 4.3 and 4.6 which clearly define that you should only use kill rights in situations where your life is at risk or hostages pose a direct threat to you.

@Masonn if one of your hostages puts their hand down, blasts your ally and then puts it back up they're not going to be classed as a "compliant" hostage and it would 100% not be seen as ruleplay to blast him. He literally just killed one of your men so if you see him do it drop him. If they start running around simply give demands to stop and if they refuse to stop running around like clowns shoot them. 

Simply blasting someone for putting up 1 hand instead of 2 isn't going to be seen as valid, but blasting them for actual acts of non-compliance will be.

I mean if someone dropped their hand and shot someone then put it back up and expected to be protected by the rules because they are a 'hostage' again, then that is them trying to use rule armor.
