Shortly after finding himself in a very hairy situation Joe decided to flee the United States in 2018 after the rather unfortunate murder of his wife and several people around him. Joe was looking for someone specific who fled to France, after searching Paris for months a lead tipped him off to Norway. Joe arrived in Norway 4 Months before the outbreak of AVM-FLA-19. Once the lockdowns started Joe played it safe by staying low and hiding the best he could from authority's, clearly in possession of an Illegal passport and Wanted by United States officials. After Successfully murdering a Norwegian citizen for their passport he quickly forged a copy thus becoming "Norwegian".

Joe has recently come out of hiding in the woods after staying their for several weeks after Oslo got firebombed. He has made contact with several others and also explored much of Downtown Nyheim. He is horrified at reports of PLIKT giving out passports and also shooting anyone with weapons they don't like. Joe has not made official contact with PLIKT and has not gotten a passport, nor does he plan on doing so. Joe has been getting on the radio looking for fellow Americans. By pooling Americans together they can be a stronger force then all being alone. Since they are in a Foreign land this could also give them some legitimacy.

Joe and a few people he has met "fellow" Americans have built a base in the famed "city of the dead" as it is known by them. Joe has also met some of his neighbors who he finds to be quite pleasant people. Joe has also had run-ins with a group calling themselves the Stray Dogs who have assaulted his Neighbors causing mass violence in an otherwise peaceful community. Joe does not like this aggression especially since these Stray Dogs massively outnumber the community inside town. This has led Joe and his associates to many internal discussions, and its been decided that in order to become a more powerful group a series of alliances with local groups and also the formation of a more official group will be needed. Instead of being a rag tag team of survivors Joe wants to be involved in the politics of the region and become a substantial force in the Nyheim Region. Joe continues to Radio for survivors but has stopped targeting just Americans, but everyone who can hold a gun and is looking for a group and place to call home.
